Why did we abandon the north expansion in 2016?

The 2016 trade-off study recommended against it, citing projected water ingress and a unit cost above the threshold set at then-current prices [1]. The decision was ratified in the June 2016 long-term plan review, with a note to revisit if the water-management upgrade proceeded [2]. The upgrade was assessed in 2021; revised ingress projections still did not support proceeding, and the position was carried forward unchanged [3].
